DOSSIER, a D20 rules set.

 

 

The base rules system are the rules of the Green Ronin Mutants and Masterminds D20 rules, with the following modifications:
 
Character Creation
  1. All characters recieve 90 points and 6th level.
  2. Characters with supernatural abilities that fit a traditional mythological template will receive a 10 power point bonus. If you're going to have regeneration, claws, and super-strength, be a werewolf and get 10 extra power points.
  3. The level cap is in effect, at +6
  4. All characters receive 24 skill points at 0 power point cost.
  5. Characters with paranormal abilities should be psionic or magical in nature.
  6. Base Attack Bonus is bought in 3 segments, at 1pp / +1 in each. They are Brawl, Melee, and Ranged AB.
  7. Base Defense Bonus is bought in 2 segments, at 1 pp / +1 in each. The segments are Parry and Evade.
   
Karma

Instead of the normal allotment of Hero Points, each character receives 300 Karma at the start of play.

Karma has 2 uses:

  1. Advancement: 50 Karma points is equivalent to 1 pp. Characters cannot purchase more than their current level in pp each session. Ascending to a new level costs 5x the new level in Karma.
  2. Instant Karma: Each point of Karma expended will add 1 to an upcoming roll. Instant Karma expenditures are limited by power level / roll.

Karma Pools: Anyone who chooses to recognize the leadership of a particular character can donate and withdraw Karma from that leader's pool. A one-time bonus equal to the Leader's Charisma bonus x 10 is added the first time a new member joins the pool. Disobeying an order from the Pool's leader results in loss of access to the pool. Members of the Karma Pool can withdraw from the pool freely, subject to their power level.

Dedicated or 'Charter' Karma pool members: Anyone who donates his entire karma total to his pool and dedicates all future karma awards to the karma pool adds his own Charisma bonus x 5 to the karma pool each time he recveives a Karma award. Characters who are dedicated members of a karma pool cannot disobey orders from the Pool's leader. They can initiate whatever procedure the group uses for a change of leadership, however. Only those orders which conform to the group's Charter need be obeyed.

At the time of formation, the leader and present members decide on a Charter outlining the responsibilities and prohibitions of membership in the Pool.
